About Indiana Finance Authority (IFA):

The Indiana Finance Authority oversees state-related debt issuance and provides efficient and effective financing solutions to facilitate state, local government, and business investment in Indiana. IFA enables the State of Indiana to communicate as one voice with the various participants in the financial markets: 1) the Indiana Development Finance Authority, 2) the State Office Building Commission, 3) the Indiana Transportation Finance Authority, the 4) Recreational Development Commission, the 5) State Revolving Fund Programs, 6) the Indiana Brownfields Program, and 7) Indiana Health and Educational Facilities Finance Authority.

 

Role Overview

The State Revolving Fund (SRF) Loan Programs provides low-interest loans to Indiana communities for projects that improve wastewater and drinking water infrastructure. The program provides eligible entities with the lowest interest rates possible on financing projects while protecting public health and the environment.

 

The SRF Environmental Review Coordinator position supports the Technical and Environmental Review Branch by assisting with, preparing, and reviewing environment documents in accordance with the State Environmental Review Process (SERP). You will help to maintain compliance with requirements of the Environmental Protection Agency (EPA) 40 CFR 6 and the State of Indiana (State) IC 5-1.2-10. You will collaborate with State Revolving Fund technical and financial staff, environmental review agencies, and loan applicants and their professional consultants to ensure the necessary environmental clearances are obtained in alignment with project approval and project financing timelines.

 

This position requires in-depth knowledge of the environmental impact of projects and compliance with applicable statutes, regulations, and bulletins. We are seeking a candidate with a degree in, or extensive knowledge, of Environmental Science, Environment Policy, Ecology, Biology, or Geology, or strong technical skill sets in an environmental field.

 

Salary :

The salary range for this role is $65,000 - $70,000 and is commensurate with education or work experience.

A Day in the Life:

Responsibilities include:

  • Review Preliminary Engineering Reports for completeness for environmental accuracy and requirements.
  • Provide guidance to internal and external customers on required documents and discussion/explanation of the project’s environmental impacts for the PERs so that they meet state and federal requirements.
  • Participate in Project Status meetings with updates on assigned projects.
  • Coordinate with other agencies for environmental clearances.
  • Provide project details to agencies in coordination, such as if streams or wetlands will be impacted, any tree clearing, land disturbance, etc.
  • Determine level of and drafts appropriate environmental document.
  • Ensure the electronic transmission of environmental documents for posting on the website, publishing categorical exclusions in local newspapers, and mailing out environmental assessments.
  • Track clearance letters and other environmental correspondence for projects.
  • Tracks and follows through on intermediate milestones necessary to obtain environmental clearance and ensure ultimate project deliverables are met on time.
  • Maintain environmental electronic project files.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Credentials:

  • Bachelor’s degree in Environmental Science, Environmental Policy, Ecology, Biology, Geology, or other related field.
  • Broad understanding of National Environmental Policy Act requirements and Indiana-specific environmental review agencies.

 

Additional qualifications:

  • Broad knowledge of theories, environmental protection principles and practices, specialty area, and program area.
  • Highly developed organizational and communication skills, and the ability to recognize and accommodate shifting project priorities.
  • Thorough knowledge of chemistry, biology, hydrology, mathematics, engineering, and other environmental sciences as they relate to program area.
  • Excellent research and writing skills for preparing accurate, precise, clear, and thorough reports.
  • Ability to effectively interact and orally communicate with parties with diverse levels of environmental expertise particularly for purposes of meetings, hearings, and negotiating critically sensitive issues.
  • Ability to interpret and apply terminology and practices, and the ability to apply these in a variety of conditions and situations .

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
